About The Event
The 2025 Technical Advisory Committee (TAC) meeting of the Evaluation of Low Cost Safety Improvements Pooled Fund Study (ELCSI-PFS) is scheduled for August 27, 2025, at the National Highway Insitute in Vienna, VA. The ELCSI-PFS is one of the most active pooled fund studies coordinated by the Federal Highway Administration (FHWA), now incorporating the participation of 41 States to provide technical feedback on priority safety improvement evaluations. The annual ELCSI-PFS TAC Meeting provides an opportunity to share information critical to States’ safety efforts, including updates on ongoing safety evaluations prioritized by the TAC.

The event SharePoint site includes additional information pertaining to travel and reimbursements, a travel reimbursement form, meeting presentations, and options for meeting participants to share important information with one another.

Transportation to the Event
FHWA is offering invitational travel for one representative per State. FHWA’s contractor will be in touch to coordinate and support preparation of your travel arrangements.
If you plan to take advantage of this option, please do NOT book your own travel arrangements directly. You will NOT be asked to pay at the time of booking. Additional travel information, including reimbursement forms for lodging, meals and incidental expenses, can be found on the SharePoint site.
If desired, additional State representatives may also attend in-person but will be responsible for handling their own travel arrangements and expenses but may stay in the same block of rooms at our host hotel.
Attendees can use the DC Metro service, ride share, or local taxis to travel between either Ronald Reagan Washington National Airport (DCA) or Dulles International Airport (IAD) and our host hotel.
The meeting itself will take place at the National Highway Institute (NHI). Additional information, including a NHI Welcome Brochure can be found on the SharePoint site.
Event Accommodations
FHWA’s contractor has reserved a block of rooms at the Courtyard Dunn Loring Fairfax for August 26 through August 28. On the registration form, please indicate if you would like a room in the room block, and the contractor will make the arrangements for you. The hotel is located at 2722 Gallows Road, Vienna, VA 22180.
Virtual Option
A virtual option for attendees will be hosted through Microsoft Teams. Virtual meeting information will be circulated via calendar invitation.
